Please, follow the steps below and check if that helps.
1. Open the folder where the .OBJ file is placed.
2. Right-click the file to expand a context menu.
3. Locate ‘Open with’ at the top of the menu and click on it to expand another menu.
4. Click on Paint 3D to open the file on your PC. Note, the .OBJ files are also supported by Adobe Photoshop and Mixed Reality Viewer.
