Where is the tools option for Internet Explorer in Windows 10?

All community help posts say to turn on ActiveX I need to go to the Tools option in Internet Explorer. Posts say hit Alt button and menu will appear.  Doesn't happen.  All I can get to is a Settings option and there is nothing about Tools or Security in that option.  Please help! This is why I avoid Internet Explorer at all costs.
Right click the title bar and select Menu bar in the resulting menu. Or just keep avoiding it, these things have not changed for quite some time.

Th Alt key should bring up the Menu Bar, (File Edit Tools, etc.). You can also right click on a blank spot of the toolbar and check the Menu Bar. Or, you have the Tools Cog right next to the Favorites Star.

I have tried both the Alt option as I stated and the right click menu option.  All I have on top is a search bar so I am not sure what menu bar yall might be referring to.

Or are you sure you're not using Edge?

How would I be able to tell if its Edge or Explorer?  Its whatever came with Windows 10.  But it doesn't look like the screen shot you sent.  It just has a search bar but does have a blue 'E' for the logo.

Yes. That was part of it.  I was in Microsoft Edge which I am not even sure what that is.  Now I am in Explorer but I cant see where to update ActiveX.  Thanks for helping.

You're using Edge. Type Internet Explorer in the Cortana search and then pin it to the Taskbar or Start Menu.
