What are these VC_Red files on my computer?

Not only do I have a list of unknown VC_Red files, but also other folders which I'm clueless about and clutter my PC. Here is a screenshow of the VC_Red list:

I have read that these are safe to delete, but heard nothing about that pesky "$shtdwn$" file at the very top. Could anyone shed any light on this please?

Also, this folder is part of a long line of folders with similar, scrambled and random named folders (most of which are empty). These are most of them (the one highlighted is the folder in which the above photo is contained):

And yes, there are more randomly named folders which I'm clueless about. Here is another:

And that's all of them. Every other of the folders is completely empty, these 6 which I showed are the only ones which contain actual files. Does anyone know what this all is? And am I safe to delete it all/any of it?

VC_Red files are temporary files are erroneously generated by the installer into the root directory of one of your drives, instead of the temp directory.

VC_Red files are temporary files are erroneously generated by the installer into the root directory of one of your drives, instead of the temp directory.

Those are the temporary programs that automatically gets downloaded whenever you download some file though internet or install some program on the  computer.

You will have to perform disk cleanup every 15 days to cleanup to clean up all the junk from the computer. Disk Cleanup also improves the performance of the computer.

Please follow the below link to know how to perform a disk cleanup on Windows 10:

You will have to perform disk cleanup every 15 days to cleanup to clean up all the junk from the computer. Disk Cleanup also improves the performance of the computer.

Install all pending Windows updates and check if it helps. 

Perform SFC scan and DISM scan.

You might be facing this issue due to the corrupted files present in your system.

SFC and DISM scan will help you repair the corrupted files in your system and also will enhance the performance of the system.

I appreciate the help. The SFC scan resulted in "Windows Resource Protection did not find any integrity violations"

When attempting to open the link to the DISM scan, I was directed to a page which stated that the link was unknown.

In this case try performing Repair Upgrade  and check if it resolve the issue. Repair upgrade will not remove or delete anything from your system.
