How can I add an admin user to Windows 10 without an admin account?

I have this PC with windows 10 on it. I normally have an admin account that has the administrative function on the PC but for some reason (probably me changing it) it has become a normal account. I need to have an admin account on the PC to be able to do things that need that admin password. Could someone please help me?

You do need to have Administrator privileges in order to create other accounts with Administrator privileges.

Open Start, type: CMD
Right click CMD
Click Run as administrator

At the Command Prompt, type: net user

Hit Enter

What is the account privilege beside your account?

To create another account with Administrator privileges, open Start > Settings > Accounts > Family & other people

Click 'Add someone else to this PC'

Setup the account.

When complete, in the same window, select the account, click Change account type.

Change the privilege to Administrator.
