No contact list ("Directory") in Windows 10 mail

I am starting Windows 10 mail from scratch.  Directions online say that "people's" email addresses will come in automatically when you start to type an email address.  I have NO addresses anywhere else, they were all deleted when my old computer died (about 150 of them). So, how do you set up/keep/or maintain a contact list when starting from Zero?? 

Windows 10 Mail app uses the People App for contacts.

You can open the People app and manually enter email addresses there, or if you are using  an outlook.com email address and have your old contact list in *.csv format, then you can log into your mail on the web and import the csv file into your online contacts.

The People app will then sync to the web.
