Problem with KB3021674 under Windows 8.1 x64

I installed the update packages by Windows Update yesterday, but after I finished the installation, rebooted my system, I found that some of my user settings, such as file associations, icon sequence in the system tray and etc. were reset. What's more, I wasn't able to change the settings with my account.

But the strange thing was that if I start a program with the Administrators privilege, I could again change the settings.

It seemed to be a problem on user privileges so that I checked the detailed contents of the packages and found KB3021674 did some fix on user profile permissions. So I rolled back my system, installed all other packages, and this time there weren't problems.

Finally I tried installing KB3021674 again via the package provided in https://www.microsoft.com/ja-jp/download/details.aspx?id=45431 , as expected, the problem came out again.

Is it a common problem or my personal one? How to fix it? Thanks.

1a. When (approx. date) did you purchase the computer?

1b. Did the computer come with Win8 (or Win8.1) preinstalled, did you do a clean install of Win8 (or Win8.1), or did you upgrade a (e.g., Win7) computer to Win8?

1c. Assuming you started with Win8 => When (approx. date) was Win8.1 installed?

2. What is the full name of your currently-installed third-party anti-virus application or security suite (i.e., not Windows Defender!), if any, and when (approx. date) does your current subscription (if any) expire?

3. What third-party anti-malware applications (i.e., not Windows Defender!) are installed, if any?  What third-party firewall, if any?

4. Has a(nother) Norton application or a McAfee application EVER been installed on the computer since you bought it?

5. Did a Norton free-trial or a McAfee free-trial [pick one] come preinstalled on the computer when you bought it? (Doesn't matter if you never used or Activated it.)

6a. Is KB3019978, KB3004365, KB3023266, KB3021674, KB3022777, KB3019215; KB3008923, KB3013126, and/or KB3013769 listed in Installed Updates (not Update History) right now?

6b. How about KB2984006, KB2995388, KB3000850, and/or KB3012199?

7a. What Update Version & KB number are displayed in the second line of text in IE11's Help | About [Alt+H+A] tab; e.g., Update Version: 11.0.54 (KB1231231) ?

7b. Is Firefox, Chrome or any other alternate browser installed?

8. Is Adobe Flash Player v16.0.0.257 for Internet Explorer installed? TEST HERE USING INTERNET EXPLORER ONLY! => http://www.adobe.com/software/flash/about/

9. Are you in the habit of using "Registry cleaners" (e.g., Registry Mechanic; System Mechanic; RegCure; RegClean Pro; Advanced SystemCare; Registry Booster; McAfee QuickClean; Glary Utilities; AVG PC TuneUp; Norton Registry Cleaner; PCTools Optimiser; SpeedUpMyPC; PC Doctor; TuneUp Utilities; WinMaximizer; WinSweeper; Comodo System Cleaner; Advanced System Optimizer; CCleaner's Registry Cleaner component)?

Tip => Ideally, you would never, EVER use System Restore to "undo" an update (which often leaves the system in a "confused" or "torn" state)! Instead, uninstall the update & reboot. If that doesn't correct the problem, then try System Restore.

What's the user account rights for the account having the issues?  Admin or non admin?

2. I have no anti-virus applications. But for most untrusted softwares, I would test it first under a virtual machine.

A: Yes...       

If you (a) restore ALL of backups & reboot, (b) install KB3021674 & reboot again, (c) does the behavior persist?
