Your purchase couldn't be completed. Something happened and your purchase can't be completed. Error Code: 0xc03f300d

I am trying to download and install a game called "Gangstar New Orleans: Online Open World Game", and this Error keeps showing up. The game is free, I didn't make a purchase, and I had it on my HP Stream 14 Windows 10 Home(It's useless for now until I get it fixed), and it worked fine. But now, I tried to download it on my Grandparents' HP Energystar Windows 8.1 with Bing, and...Whoops! The error. What do I do? I tried to reset the Windows Store already installed on the PC, and I already tried to run the Windows Store app Troubleshooter. What do I do now?
I have the same issue and the same message. Games ceased functioning on my computer running Windows 8 will no longer install any of them. I have tried the same steps you have with the same results, which is no results. I suspect something has changed on the Microsoft side.

I wish Microsoft would solve the problem ASAP.  My wife soon to be 80 years old and enjoys playing slots and keeping track of results.
