I have been hitting my head on the wall for months over this issue. I tried Methods 1 and 2, nothing. I was about to give up again and low and behold, Method 3 worked! Thanks Yuri.

Good article.  I was not aware of Step 3 until now.  Thank you.

Edit:  Thank you, Yuri, for the updated article.  Very much appreciated.

Yuri, you are a KING!! Worked like a charm (or rather as a charm should...)
Went through all 3 steps, no help.  Noticed in step 1 that I need a microsoft account; I am signed in with my microsoft account!  Other than that all went a described, except I cannot access the STORE...

None of these steps worked for me either. Still cannot access app store. I was hoping by upgrading to 8.1 from 8 would fix the store, but I can't get to the store to upgrade.

Any help? Thanks in advance.

perhaps refresh is only solution

And refresh is the solution where I lose everything?

If your PC  isn't performing  as well as it once did, and you don't know why, you can refresh your PC without deleting any of your personal files or changing your settings.

  •               Apps you installed from websites and DVDs will be removed. Apps that came with your PC and apps you installed from the Windows  Store will be reinstalled. Windows puts a list of removed apps on your desktop after refreshing your PC.

very good article. It is very helpful for me.
I suppose I should try that. Windows 8 is ****. I have spent HOURS trying to fix this problem. One day it decides to stop working and now I have to spend even more time backing up files and everything that comes with a refresh. I am also expecting something to go wrong BECAUSE IT ALWAYS DOES!
