Windows 8.1 Licensing

I bought the laptop with pre-installed Windows 8 OEM.
I would like to buy Windows 8.1 Pro (Retail, DVD BOX) and install it.
Does License Agreement allow to install retail version of Windows on machines with pre-installed OEM? Will my installed retail version be legally installed?
I found a few forum where people say that it is not allowed to do so, it is only possible to use the pre-installed OEM version of Windows.

Windows 8.1 retail is a full version and yes you can install it on your computer. I would suggest that you first Format the hard drive and do a clean install of Windows 8.1.
