Windows 8.1 Installation Failure; Error Code: 0x8024201C
Like thousands of others I've been trying to to upgrade from Windows 8 Pro (x64) to Windows 8.1 via the Windows Store and it's been a miserable failure every time. The download process gets to 50% it then switches and says Installing, then it says Getting
Your PC Ready and suddenly the download starts over from 0%.
Upon investigation I've found the following error in the System event log, from source WindowsUpdateClient, corresponding to each failure:
Installation Failure: Windows failed to install the following update with error 0x8024201C: English ESD Bundle Parent.
In C:\$Windows.~BT\Sources\Panther\setuperr.log I find the following errors:

I have tried the following to attempt to get past this issue:
Ensured all updates both from WindowsUpdate and the Windows Store have been installed
Rebooted multiple times
Disabled Anti-Virus and all Anti-Malware Packages
Clear the Windows Store Cache using msreset.exe
Shut down/ended all unnecessary processes
The behavior and errors are consistent each and every time I run the update. Any assistance would be much appreciated.

Well I finally have resolution and have been able to successfully upgrade from Windows Pro 8.0 to Windows Pro 8.1. As has been reported in other threads, the issue seems to be related to permissions on the C:\ProgramData\Microsoft\Crypto\RSA\MachineKeys.
Per suggestions in other threads I updated the ownership of this directory to the Administrators group and granted Administrators Full Control to the directory. After doing so the update process worked perfectly.
