Q: Page not found on windows 10 update program This thread is locked from future replies

When I went to windows to download that new windows 10 it says something like: There are 2 ways of getting windows 10, either upgrade for free or buy new pc with preinstaled window. I select upgrade for free and it download some program like: GWXWebWindows.exe and when I start it is drives me to a non existing page (see in attached image). 

I have been loged into microsoft with my hotmail account and also have eligible asus ROG G751JY machine with win 8.1 64 bit on it, and been trying to run that program with admin rights but still nothing. Can you advise?
