How do I stop the "Get Windows 8.1 for free" SmartScreen-like notification to stop?

I upgraded to Windows 8.1 and had numerous major issues so I had to reinstall Windows 8.
I have a few questions: How do I stop these notifications? Why are the notifications engineered to disable Windows 8? What is Microsoft is not telling me about the update? Is there anything I should know regarding the update? Isn't this going to be a problem with many Windows 8 users? Does Microsoft realize these notifications qualify as malicious software?
