Cannot add Windows Media Player to Windows 8.1

Recently I needed to use Windows Media Player and discovered it was not available. I checked the media player folders and there are no files present, the directory(s) are empty. I looked back on a much older images and Windows Media Player directories and  files were present (these images are over a year old so I don't want to restore)

I tried:Turn features on and off/media features/windows media player which resulted with the error: Windows couldn't complete the requested changes Error 0x800F0922.

I executed sfc/verifyonly with no integrity violations

I have also executed DISM health checks and all reported OK.

I've repaired windows updates and store.

Don't know where to go from here. Appreciate any assistance.

This error message (0x800F0922) seems to be associated with .NET framework 3.5 (or 3.5.1).  Have a look at this TechNet thread and see if there's anything there that might help. 

ETA:  The idea is to fix .NET 3.5 and then reattempt to install WMP.
