Method 1:

I would suggest you to run “Hardware and Devices” troubleshooter to diagnose the exact issue.

Follow these steps to run the troubleshooter:

1. Press “Windows key + W”.
2. Type “Troubleshooting” without quotes in the Search box and hit enter.
3. Select “Hardware and Sound” from the Troubleshooter Window.
4. Select “Hardware and Devices” under Devices option.
5. Follow the On Screen instructions.

Please try to disable the User Account Control (UAC) by following the steps below and check if you are able to burn a disc.

1. Press Windows key + X.

2. Click on Control Panel.

3. Go to user accounts.

4. Click on change user account settings.

5. Change the setting to “Never notify me”.

1. What exactly are you trying to do? Are you trying to burn the disc?

Hi Anil,

1. I was trying to burn a disc image to a USB drive.

2. The computer is an ASUS K450JF laptop running Windows 8.1.

I just copied the ISO to my Mac and burned it there because it just works. 

On the Windows side this has to do with elevated rights. -- 

- Open a elevated command prompt window. 

- Open task manager and end all explorer tasks. 

- In the elevated command window launch explorer 

- Open another explorer window browse to your ISO and now it should work. 

- You should not run explorer in this way so once complete reboot or end all explorer tasks and restart under your normal account. 

That is exactly the answer. I discovered that after 4 hours of frustration using up valuable time.

You cannot "burn" to a USB drive using isoburn.exe. I'd be happy if someone can contradict me on that.

Unless you have a DVD/CD drive connected or recognized (it might not be because of driver changes) you cannot burn to a disc, nor can you EVER "burn" to a USB flash drive, even if you DO have a DVD/CD drive..

The best thing seems to be to get a third party flash drive burner, which is truly ironic when you're trying to burn a virus checker rescue iso file to USB!!!

Basically Microsoft is forcing you to troll the internet looking for a free tool to burn the virus checker to the USB drive, which of course leaves you open to drive-by infection when you click on that "free burner tool" webpage.

In this day and age when they are delivering Windows 10 on a USB stick, it boggles my mind that they cannot supply even the most basic tool for user to use - precisely because not doing so opens up the system to malware infections as users try and find a solution.

This kind of rubbish simply gives Microsoft a really bad stinking name among developers. The group I'm working with simply use Apple products and run Windblows in a virtual machine, isolating it from causing any harm.
