Updated to windows 8.1 and now shut down doesn't work, computer restarts instead

As title says, computer doesn't shut down, when I press shut down it always restarts.

How to fix this?

1) What is the make and model of the computer?

2) Do you remember making any changes to the computer prior to this issue?

3) Are using Microsoft account or local account to log in?

 

Method 1: Run the power troubleshooter. Follow these steps:

a) Press the ‘Windows + W’ key on the keyboard.
b) Type Troubleshooter in the search box and then press enter.
c) Click system and security and run the power troubleshooter.

 

Method 2: Lets us try performing safe mode and clean boot.

 

Step 1: Perform Safe Mode

 

Click the link and follow the steps “Windows Startup Settings (including safe mode)

Check if you face the same issue in safe mode. If the issue doesn’t persists in safe mode, the place the computer in clean boot and check.

 

Step 2: Perform Clean Boot.

 

To help troubleshoot error messages and other issues, you can start Windows 8 by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.

Tried both methods, nothing. 

I have a custom made PC, with Intel i7 2600k, motherboard Z68A-D3H-B3 (Socket 1155), vga 1024MB ATI AMD Radeon HD 6800 Series, SSD 112GB OCZ-AGILITY3.

Mind you, before updating to 8.1 i had no problems with windows 8.

SOLUTION:

I refreshed pc through pc settings and now everything seems ok. it was quite a trouble to make the refresh happen though, the link from neowin site (above) helped.
