Microsoft(C) Register Server" is using 30% CPU all the time. What is it? How do I fix it?

Some process called "Microsoft(C) Register Server" is using 30% CPU all the time.

What is it?

How do I fix it?

UPDATE: I heard my computer get a little louder and I checked task manager and there we're two Microsoft(C) Register Server tasks running.

I closed both of them and nothing happened.

When I click properties its coming from "Windows(C:)/Windows/SysWOW64"

If the issue continues occurring I may just reset my computer to factory new, once again.
