The remote device or resource won't accept the connection

I can access a local share from a Technicolor TG784n v3 (a WD hard drive hooked through USB) on a PC with Windows XP and a laptop with Windows 7, but I can't access this share on my laptop with Windows 8.1 despite the fact that in the Sharing settings I have everything required activated. I can't understand why. Could you help me, please?

Details of the diagnosis:

The device or resource (TECHNICOLOR) is not set up to accept connections on port "The File and printer sharing (SMB)".

I would suggest you to perform the steps mentioned in the article. 

Problem since 8.1 update - The device or resource (PC-NAME) is not set up to accept connections on port "The File and printer sharing (SMB)"
