IE11 - Startup Tabs - Restore Last Session Not Working

So I recently installed the Spring Update 1 ( the day it was released ) on my Windows 8.1 installation.  This feature was working last Saturday today I noticed that it wasn't.

The first thing I attempted to do was toggle the feature on and off.  As you can see the feature is indeed enabled.

I have attempted to look for people with similar problems.  The problem I encountered I wasn't able to find anyone with this problem after they installed the Spring Update.  Anyone have any ideas on how to restore IE to start with my previous session?

I actually first noticed this problem today when IE11 didn't request to load my previous session ( this happen if you have a certain number of tabs ).  I normally can figure a problem like this out.  

At this point I am stumped and my head is sore from all the scratching I have been doing.

Update 1

Some additional information was discovered during some additional troubleshooting.  I noticed that after closing Internet Explorer 11 an `Internet Explorer` process would remain running after the IE11 window was closed.  If I manually end this process IE11 is able to restore the previous session.  If I don't then IE11 is unable to load the previous session.

What is interesting is that this process does not show up within Process Explorer.  Here is this "ghost" process that uses 0% of my CPU and only 29.3MB of memory.  If I manually  end this process IE will **always** load the previous session.

I also attempted the new profile. By doing this I had a minimal user profile and ruled out any issues with my current profile. This also means if I were to reset IE11 I likely would still have the problem.  **At this point I truly believe this to be a bug in Windows and some how connected to the `Spring Update 1`.**

This issue might also occur due to an add-on installed on the computer.

I would suggest you to turn off add-ons and check if the issue still persists. Follow the methods listed below:

Method 1:

Turn off add-ons and then check for the status of this issue. If the issue isn’t there, manually enable each add-on to find out which is causing the issue;

If the issue still persists, check with the next method.

Method 2:

Check if turning off and turning on Internet Explorer 11 helps to fix the issue. Follow the steps below to do so:

  • Right Click on app version of Internet Explorer on the Start screen and select Uninstall.
  • Select “Turn Windows feature on or off” option from the left panel.
  • Uncheck “Internet Explorer 11” option from the list and click “OK”.
  • Restart the computer.

Note: Open “Turn windows features on or off” by pressing Windows+X key and selecting Programs and Features. Check the box next to “Internet Explorer 11” option to reinstall it.

If I were to create a System Restore Point before I did this would it
save my current IE11 configuration.  I am extremely hesistant to Reset
or turn Internet Explorer Off and On because of my browsing history and bookmarks.

Well, in that case, you can try turning off and turning on Internet Explorer as it won't remove the browsing history and bookmarks.

I have the same problem on a Windows 7 Pro 64-bit system running the same version of IE, so I'm afraid it isn't restricted just to Win 8.1.

I can do the same thing where ending the phantom Internet Explorer process seems to make it remember previous tabs on next startup.

(This would have been a comment on your original post on SuperUser but I only just signed up and don't have the karma to do that, sorry).

No, I am referring to the information in the original post that there is an extra Internet Explorer process running in the background even when there are no Internet Explorer windows open.

If I kill that process, the next time I start up Internet Explorer it will correctly restore the tabs from my last session.

I have also just noticed that I have the same problem on a different Windows 8.1 machine. I will try turning off IE as a 'windows feature' and then turn it on again.

I just tried turning off IE as a windows feature, and turning it back on again.  This did not work - I still have the same problem. I tested this on my Windows 8.1 machine.

I have noticed that if I close IE, then restart the computer, then launch IE, it will restore my last tab session correctly. If I simply close IE and reopen it without restarting, it will not restore my previous session.

The exact same behavior happens with a new user hence the "minimal" setup.  My other user about 5-6 additional applications that are started when I log into it.

I have been really busy at work.  So I didn't have a chance to turned IE off and on again.  It looks like it wouldn't have made a different because SouperMatty tried it and didn't have any luck
