ERR_CONNECTION_REFUSED error when accessing few websites

I recently experienced trouble getting on 2 websites and i noticed I was getting the error message

ERR_CONNECTION_REFUSED

So I searched for answers and I ended up resetting my browsers which seemed to do the trick and 

then this week I experienced the same issue but on a different website, I am using Windows 8,

I don't have the problem on my computer that has Windows 7.  

I have tried to reach this website on IE, Google & Firefox, with no luck.

I tried resetting my browsers again and this does not seem to fix the problem 

Could the last update of Windows 8 have caused this issue?

 I went to Microsoft Help desk but 

they want me to buy some warranty for 150 dollars and I don't want to have to do that for an issue with 

1 website.  Any suggestions or help would be greatly appreciated. 

I am at my wits end trying to fix this. 

I have checked for malware, viruses etc and all has been cleaned out or fixed, but I am still having this issue,

the actual website this week is www.choicehotels.com that I can't reach.

Connection refused is often either a network issue or the wrong user name and password.  Since it is only happening with one site I suspect it is on their end and there is no way to find out. 

I would clear the browser cache and cookies

The first step in any troubleshooting is to clear the browser cache/cookies.      (you need to clear ALL cookies)

*For Internet Explorer browser & MSN Butterfly: Press CTRL+SHIFT+DEL simultaneously and click Delete
*For Google Chrome: Press CTRL+SHIFT+DEL simultaneously and click Clear Browsing Data
*For Firefox: Press CTRL+SHIFT+DEL simultaneously and click Clear Now
(other browsers are similar)
If clearing the cache doesn't help answer these.

Are you accessing your mail via a web browser or email client?  See the differences between them here
Are you having problems accessing other accounts on the same computer?
Does the same problem exist when you use a different browser?
Does the issue persist on other computers?

It is happening on all 3 browsers I have on my computer which has Windows 8

I can access this website on my other computer which uses Windows 7.

I had this same issue a couple of weeks ago and it was actually 2 different websites 

I could not connect to, at first I thought it was on their end but it continued for a few days

so I investigated further, I was able to reset my browsers at that time which fixed that issue, 

and now this new issue has occurred and I realize it is only 1 website this time but I am afraid 

it will turn in to more down the road.  

So I tried what you suggested with no luck. 

So in answering your last 4 questions:

I access my mail via a web browser

I am not having any trouble accessing anything else at this time

Same issue on all browsers

No problems if I access on another computer

It is just frustrating, I really wonder if it has something to do with Windows 8

after a recent (7/10) update which automatically updates on my computer, it seems

that is when I noticed the trouble beginning.  

If you have any more suggestions please let me know

I am still experiencing this problem and now I just discovered another website I can't access.

I have tried resetting my browsers, still no luck. Any other suggestions out there?  I realize it is now only 2 websites but it is inconvenient if I have to go to another computer to just access 2 websites. I really think it is Window 8 but I just can't figure it out. Maybe I can try to reinstall all my browsers and see if I have any luck. I am open to ANY help or suggestions. THANK YOU!

Hi Mary,

I suggest you to follow steps given under the section Add or remove a site from a security zone of the link below to add the website in the trusted website list.

Change security and privacy settings for Internet Explorer

You can also try the steps given under the section Turn Windows Firewall on or off and turn off firewall.

Important Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software.      I received the same msg ERR_CONNECTION_REFUSED and was blocked from doing any searches.

    (But I could listen to and watch Youtube videos!)

    I don't know what your computer said, but I am running Google Chrome on windows 7 and above the message it said to:

    1) Click on the Chrome Menu (the 2 bars in upper right hand corner of the Google Home page.

   2) go to Settings > then "show advanced setting"

   3) click Change proxy settings

 

   4) click LAN Settings

   5) UNclick "use a proxy server for your LAN"

    Was still getting ERR_CONNECTION_REFUSED

    Then closed  all windows and programs

    REBOOTED PC

   Now, everything is fine!  (REBOOTING (RESET) IS A NUISANCE, BUT IT HELPS)

   I hope this info helps you.

I am having the same issue, just running Windows 7.

Cannot access Pandora.com

Tried all of the suggestions without success.

I don't know why or how but the problem seemed to go away after awhile and I have not had any issues since then.  I know that is not the answer you want but it is all I have. Hopefully the same will happen to you.

I am using Windows 8.1 64 bits and also had the same problem ("ERR_CONNECTION_REFUSED") that only happened on Google Chrome. On clicking on the "Detail" on the right of the error message, the problem lies with "127.0.0.1", in my case. So I went to the settings and opened  "Manage search engines .." box in the Search section, and while scrolling down, I saw that "Google Desktop, 127.0.0.1" was made a "Default", so I switched over to Google as the default. Hope that might be of any help.

Hey, I am also having the same problem, but I'm not sure what yours says, mine says:

This webpage is not available

ERR_CONNECTION_REFUSED

It is really frustrating for me, I try everything I can find but no luck, the website I am using is 

roblox, I really need help guys.
