I do a see numerous installation failures (PCI, USB devices) all with the same reason. I don't the know the cause. So I have asked an expert in installation internally about this and will respond to you when I hear from him.

Could you please share %windir%\Logs\CBS\CBS.log file from your system? Our folks looked at this and baffled by the sequence of events shown in the setupapi.dev.log file. They are hoping that CBS.log might provide some clue as to what happened.
Also, could you please tell us what the state of this registry key is?
HKLM\SYSTEM\CurrentControlSet\Services\DeviceInstall\Parameters\DeviceInstallDisabled
Is that 0 or 1?

Please delete the DeviceInstallDisabled registry and reboot the system. Let me know the results.

My MS contact who is digging into this issue is asking for all the log files under c:\windows\logs\cbs. Could you please oblige?
