Keyset as register is invalid

I am having a problem with installing Java and my HP printer. I get the download fine but when the programs are installing I. get an error message " Keyset as registered is invalid."  I have no clue what is causing this or how to fix it. This computer was running windows XP and I switched it to windows 8.1. I have google for the answer and even checked on microsofts website but found no answers to this problem.

Set a restore point.  Go to This PC and click on View at the top of the screen.  If Hidden Items isn't checked, check it and open the C:\ drive.   Double-click on Users and then your user name.   Double-click on Appdata, then Roaming, then Microsoft, then Crypto.  Rename the RSA folder RSA Old, then reboot the PC and attempt the installations again.
