How to reinstall a driver on Windows 8.1?

Can anyone help to uninstall a driver on Asus laptop with Windows 8.1?

The driver belongs to a bluetooth Serial port.

In the attached jpg it is both COM12 and COM13

Both had removed  as you can see in the attachment, but after a while they come back,

and the a USB-COM port is not recognized. As soon as  12 and 13 are removed 

USB is recognized and assigned COM10.

When did this problem start occurring?

The reason I ask is I was curious if the Patch Tuesday updates contributed to the problem, but that was December 9 so that was probably installed a while before the problem began.  Do you know what caused them to appear?  Any new programs or new bluetooth devices paired?  I can't think of anything that registers as a serial bluetooth device, but maybe a phone or peripheral?

Yes, I thiknk it is a bluetooth device. Is there any way to remove them from laptop?

On the desktop taskbar, near the clock (possibly hidden behind the triangle "show more" button), should be a Bluetooth icon.  Click it and choose "open settings" and there will be a COM Ports tab, you could try removing them from there.

Or right-click the icon and go to "show bluetooth devices" and remove anything that's new (or remove it all and start fresh).
