As per the issue description, I understand that “Save as” dialogue box does not show the left pane to select the save location when you try to save a file from programs as Microsoft Word, PowerPoint, Adobe etc.
You have already tried a number of troubleshooting steps like restoring folder options to default, changing Organize and View settings but none of them helped you enough to get this issue resolved.
This issue may appear due to accidently modified “Save as” dialogue box layout, incorrect Files and folders view settings, or some important system files corruptions.
Let’s try these methods below and check if that helps.
Method 1:
The “Save as” dialogue box appears the way it is showing up in the screenshot when the
Navigation Pane option is unchecked under layout when you click Organize.
If you have not tried already let’s follow the steps below to change the dialogue box layout to show navigation pane.

Click Organize button at the upper left corner on
Save as dialogue box.

Select Layout
option from the dropdown.

Check the Navigation Pane
box.

The left navigation pane should appear now.

Method 2:
Sometimes this kind of unexpected behavior shown by Windows due to some missing or corrupt important system files. I would suggest you to rum Microsoft Safety Scanner SFC /SCANNOW to scan the system integration and fix any
corruption.
The sfc /scannow (System File Checker) command scans all protected system files, and replaces incorrect versions with correct Microsoft versions.
Use the System File Checker tool to troubleshoot missing or corrupted system files.
