This is a known issue. Some of the users have already reported this issue after installing the Windows 8.1 KB2919355 Update. I would like to know these information regarding this issue.
1) What is the make and model of your computer and the graphics card device on the computer?
2) Does this issue occurs on all the user accounts on the computer?
3) Did you install all the pending updates for Windows 8.1 after installing the KB2919355 Update?
If not, I would suggest you to check for the pending updates including the optional and driver updates for Windows 8.1 via Windows Update and install all the updates, if available. Please follow these methods:
Method 1: Install all the Pending Updates for Windows 8.1 via Windows Updates
a) Press “Windows Logo” + “C” keys on the keyboard, click on “Settings” from the Charms bar and then click on “Change PC Settings”.
b) Under “PC Settings”, click on “Update and recovery”
c) Click on “Check Now” and then wait while Windows looks for the latest updates for your PC.
d) If updates are found, click on “Install updates”. Please make sure that you install both the recommended and optional (drivers) updates on the computer.
e) Follow the on-screen instructions to complete the installation of the updates.
If the issue still persists, then try the next method to install the latest graphics card drivers on the computer from the computer or graphics card manufacturer’s website.
Method 2: Update the Graphics Card Drivers from the Computer or Graphics Card Manufacturer’s Website.
Please visit the Computer Manufacturer’s website and search for the latest drivers available for the graphics card on the computer. If you are unable to find it, then you may also check for it from the Graphics Card Manufacturer’s website and install them,
if available.
If the issue still persists, then check if this is caused by any corrupted or missing system files on the computer.
Method 3: Run an SFC Scan
The “sfc /scannow” command scans all protected system files and replaces incorrect versions with correct Microsoft versions.
a) Press “Windows Logo” + “X” keys on the keyboard and select “Command Prompt (Admin)” from that menu.
b) On the command prompt window, type the following command, and then press “Enter”
sfc /scannow
c) Follow the on-screen instructions and complete the scan.
