Hi Patrick,
The Tablet PC input option has been included in the touch keyboard available in Windows 8.1. In the touch keyboard, click on the keyboard icon on the far right bottom to change the keyboard layout. Select the touch input keyboard. You can refer to this article for more information:
http://windows.microsoft.com/en-ca/windows-8/using-touch-keyboard
Hope this helps. Feel free to get back to us for any Windows related queries in the future.

Sorry That answer does not help. Like a lot of users I Want the functions of the XP to 7 Input panel. What Can we do. Microsoft doesn't usually remove features when a new upgrade is sold.
I here wasted a lot.f money on a new tablet that cannot perform the functions of the old One.

Hi Patrick,
In Windows 8.1, the Tablet PC Input Panel is no longer available. The Touch Keyboard replaces this component and the behavior for this component has changed, substantially. The executable file for this component is still tabtip.exe.
You may also check with the manufacturer as most of them are still in the process of releasing software and firmware updates for their touch devices.
Here's an article to know how to manage the touch and pen setting on your device:

Thanks for your reply. I have checked with Sony and they cannot help.
I have tried to learn the new interface but despite changing settings I cannot get it to operate efficiently like the old input panel.
The touch input keeps getting in the way with an inadvertent touch of the screen hiding or deleting my work.
Panel will not pop up as required. It is not integrated with the office suite like the old version.
I am very disappointed with this aspect of windows 8.
I dont want to play on an iPad. I want to do some real work on my Windows based Software.
When can Microsoft make this happen?

"In Windows 8.1, the Tablet PC Input Panel is no longer available. The Touch Keyboard replaces this component and the behavior for this component has changed, substantially."
Dear Microsoft,
It is imperative that you actually follow your own slogan and LISTEN TO YOUR PEOPLE!!!
I just bought your (overpriced but beautiful and promising) Surface Pro 3 with Windows 8.1. Like everybody posting in related topics I am deeply disappointed to discover that you decided to discontinue TIP. You managed to make your nicely designed pen absolutely useless. Why did you decide to throw away a mature, well working and genuinely liked pen interface? My over 10-year old Fujitsu Tablet sporting XP worked better with a pen than this Surface, which is a sad testament to your poor decision making and misguided development.
I was seriously considering rolling back this Surface to Windows 7 and wait for better times (i.e. Windows 10). But then I had to learn incredulously that you are planning to completely ignore our urgent suggestions and decided there will be again no TIP in Windows 10? If "Touch keyboard and handwriting panel" is anything like the one in Windows 8.1 it is going to be a huge waste of space with only limited use and you are going to continue to offend (and loose) the people that actually try using the pen you so avidly advertised with your Surface line.
Can you please conclusively confirm this horrendous misjudgment and blatant disregard of your community needs so that I - if I have to - can bring this beautiful piece of unusable garbage back to where I found it?
Thank you.
