KB917607 stop working

I use Windows 8.1 64 bits.

I have installed KB917607 this year, and it worked, but about a month ago I receive again the message "Why can't I get help..."

KB917607 can't be uninstalled or reinstalled.

I NEED to read my old .hlp files.

What can I do?

I have not uninstalled the offending KB300850.

I have installed this work around:

It worked.

I now have working help files.

Not surprising that this solution did not come from Microsoft.
