Run the TroubleShooter, did it work? I went into Msconfig too (check for a link how to run a Clean Boot - which is always best for installation of Windows Microsoft products).
The Troubleshooter enabled Windows Store Apps for me, I rebooted, and now my upgrade is working. I am also in Admin mode (check control panel - User Accounts) - I also got rid of my Windows password because I don't know if it's going to install during reboots
unless I had done this.
