List Windows 10 Password History

List Windows 10 Password History with User ID, Password and Date password was put in use along with any history of when it was changed last and by whom.

Windows does not actually store passwords, it stores hashes, which are not human readable

Windows does store a list of these hashes, so a previous password cannot be re-used, but again, those are not human readable . . .

These hashes are stored in the local Security Accounts Manager (SAM) database (C:\Windows\System32\config\SAM file) or in Active Directory(C:\Windows\NTDS\ntds.dit file on DCs).

Thank you DavidM for your timely response.

I have located a list of passwords through the (old) control panel, user accounts, and  the Windows 10 Cert Manager (built-in app) . The problem I have is that it only shows User ID and cooresponding Passwords but doesn't show/indicate any history by date. So I can't tell when a particular User actually changed their password (by date), so I have no idea which password is the most current for the User ID, (which is listed several times under that User ID).
Hope I didn't make my response confusing.
