Quick Assist cannot give assistance

It's July 25, 2019 and I can find plenty of content about Quick Assist, but not a single reference to explain why my version is missing the "Give Assistance" option. What is broken here? 

Using: Windows 10 Enterprise v1607 (bld 14393.2273), Quick Assist version indeterminable

I am running Windows 10 1903 and the option is there.

Open Start > Settings > Apps > Apps & features
Scroll down to Quick Assist
Select it
Click Advanced options
Click Reset

Restart

If that does not work...

You could try upgrading to a later version of Windows 10 to see if it corrects this problem. Since you are running Windows 10 Enterprise, you would need to download this from the Volume License Service Center.

Judging by the inaccuracies in your reply, I'm guessing you did that from memory. Have you considered that posting inaccurate responses is counterproductive? 

So, following Start > Settings > System > Apps & Features > Manage optional features > Microsoft Quick Assist... the singular button shown is "Uninstall". Nice. 

Thank you for trying to help at least though. Is there a doctor engineer in the house?

I know that in Windows 1903 its available for download through Optional Features, but the last time I used a system with 1607 was in March of 2017 when I upgraded to Windows 10 1703. I wasn't even aware Optional Features was in that version or I would have recommended you uninstall it from there, restart then redownload it again from there to see if it resolves the problem.

In traditional Microsoft form, this is inexplicably fixed in later versions of Windows without indication there was ever any error or mistake on their end. Classic.
