Google Chrome on Windows 10 PC

I have recently bought a new Microsoft Surface Go, and installed the Google Chrome app on it. The app itself works fine, but I can't sign out of the account I'm currently using it with nor can I add an account. I need to be able to manage multiple accounts at the same time for work, school, and personal use. I've tried checking chrome settings and windows settings, but nothing works. Each time I try to sign out or add an account, a page shows up reading "The person who set up this computer has chosen to block this site. How do I fix this?

The error means either someone has blocked the change or could be an overprotective antivirus.

I would uninstall any 3rd party antivirus in Settings > Apps > Apps & Features and try running only built-in Defender which gives adequate protection, best Windows performance, least issues, and is from Microsoft who knows how to protect their OS best.

After uninstalling antivirus in Settings > Apps > Apps & Features, restart the PC, then type Security in Start Search, open Windows Defender Settings, there and in Windows Defender Security Center fix anything that's flagged.

If you want the best on-demand scanner download and install Malwarebytes from https://www.malwarebytes.com/mwb-download/
In it's Settings > Protection > Scan Options enable Scan for Rootkits.
Then on Scan tab choose Threat Scan and Run Scan.
Clean up anything found, restart PC and then run again until it comes up clean.

If you want to keep Malwarebytes as an on-demand scanner then you can disable its Real Time trial version in it's Settings > Accounts tab.

If it checks out and the problem persists then try resetting Chrome:

If that fails then try uninstalling Chrome fully, restart PC then reinstall from a fresh download:
