Windows 10 default Photo Viewer - png files - Black Background Issues

The png file opens. If I choose a png file that has black font or graphic with transparency and if I double click or right click and choose Open with, and I choose Photos, I see nothing. The background is black, the content is black.

Now if I right click and choose open with, and I choose, Windows Photo Viewer, I can see everything whether the content is black or white, because the software creates a bounding box around the outside of the file.

What is this default Windows 10 photo viewing program that opens these simple graphic files and screws up their display?

I looked for a settings area and I couldn't find one.

Does any know of a fix to this BUG? I don't mean a fix in switching to another viewer.

Completely black with default viewer; just fine with any other viewer, including Windows Explorer preview pane.

Windows 10 (Newest Updates)

Photoshop CS6 (Newest Updates)

Video Card Drivers Updated

Issue: Black background on all PNG files

Solution: Same Issue Updates have no effect

Browsers: Firefox, Chrome, IE (server png image shows black background after upload of a png file that was fine months ago. All files in png now all show black backgrounds!

I am a 15+ year web developer and I have never seen this issue before. This is a Windows 10 issue and needs to be addressed immediately. I upgraded our main computer and I can no longer do work on sites that require transparent animation using png files.

I am now looking to restore Windows 8 due to this issue as I can not get my work done. I have tried several different ways to see what the issue is and none have worked. All PNG files come up with a black background. Even worse , when I uploaded the png files saved by Windows 10 to a server, the same issue with having a all black background. This means that Windows 10 is processing the png  file in some way to make it have a black background.

I also used png files saved months ago and uploaded to our server... same issue. How can a file that had no issues before, made on windows 8 months ago and if I reupload the file from a Windows 10 computer, the server shows a black png background.

This is a serious issue!
