Windows Camera App Not working error when trying to record video - 0xA00F425D<VideoCaptureStartFailed> (0x80131500)

When trying to record video from built in camera. I get the following message 

SOMETHING WENT WRONG - SORRY WE ARE UNABLE TO SAVE THE VIDEO - 0xA00F425D<VideoCaptureStartFailed> (0x80131500)

The camer works fine for still photos, and displays view from camera fine, just gives the error message when trying to record video.

All windows updates are up to date. Also uninstalled the Camera App, and re-installed, no change.

I have a nanny cam that I bought and plug it into to my lap top and it brings up nothing? What do I have to do to get the video to show up?

To my mind, MS is notorious for having EXTREMELY unhelpful information. I'm having the exact same issues. I can take a still photo but no video. No one can answer this question? Gee thanks.

Wow, 3 weeks and nobody has attempted to resolve this. I've got the same issue. I've tried resetting the camera app in advanced settings in the add/remove program app, no luck. I've tried removing the camera front/rear driver from device manager, no luck. I've tried the windows troubleshooter, no issues detected. Tried updating, up to date already. There's no way I'm resetting windows  to fix this issue. Time for a refund.
