'Your PC did not start correctly' infinite loop

The other day, I used a restore point due to me resetting my laptop a few times but still recovering old files (despite me COMPLETELY wiping my PC of files and reinstalling windows). I let the restore point load overnight while it was plugged in and when I woke up and decided to check on it, it suddenly just didn't work?

I would then it on, and it would load for a split second. In that split second, the little loading circle would freeze and then my screen would quickly go black and then it says "preparing automatic repair". Another screen flicker and then it says "diagnosing your PC" and then the blue screen which says

"Automatic Repair

Your PC did not start correctly."

It gives me two choices : Restart and advanced options. Obviously, restart doesn't work. I have done this many times. Nothing that includes rebooting the system works. I can't continue to windows because that doesn't work, I have no usb's or anything of the like that can help me on this, and I've tried all the troubleshoot options. I get an error when I tried to factory reset the PC through the troubleshooting options. Everything else either needs a password (which, for some reason, says it's incorrect even though I have double checked time and time again that it was the same as the current password I'm using for my Microsoft).

- I've used every password in the book. Still incorrect. Yes..same keyboard and everything.

The only thing I could actually do with no problem was get into my UEFI Firmware settings but nothing seemed to fix my issues their either. I looked through Reddit a bit and they mentioned enabling CSM through 'Legacy Support'. I enabled that and it...to my surprise..didn't work.

I upgraded the ram to see if it did anything and nothing happened. I don't know what to do anymore. Please help.

If you tried to completely reinstall Windows and you used System Restore to get Windows back up and running, that sounds like the problem.

The Restore Point was probably corrupted when you used it, which is sending your computer in a boot loop.

The only option here is to do a clean install of Windows.

To do this, you will have to purchase a USB flash drive with at least 8GB of capacity. If you have another computer, download the Media Creation Tool (push here for Windows 10, and push here for Windows 11), and then run the exe once it downloads. If you get a UAC prompt, simply push Yes. Once the MCT comes up, insert your USB flash drive, choose your architecture, language, and time/currency format, make sure to push "USB Flash Drive", as this will move the files from the ISO to your flash drive. Let the MCT do its thing, and then eject the flash drive once it's done. On the non-functioning computer, boot from the USB flash drive, and then once the Windows Installer comes up, push "Install Now". Install to the drive that has the Windows partition, press format at the bottom to format the partition, and then let Windows install. This will format the drive that you are trying to install to, so make sure to back up your data beforehand. After it finishes installing, complete the OOBE (Out-of-Box-Experience), and then you should be on your way. If you don't have a second computer, ask a friend or family member.

Is it possible to do all this process with a type a charger and and having my phone transfer one file to the laptop that needs to get the file?
