Xbox App error 0x80090010

After a windows update basically destroyed my PC, I've been able to make it somewhat normal again, but I still can't even add a PIN as a sign-in option.

Anyways, whenever I try to log out of my Xbox Live account and log in again using a different one, I get the error 0x80090010, and a message "Something went wrong" and I need help.

have you tried the next steps-->
log out of Windows Domain Account and then
log in with a Local Administrator Account.
