xbox app and steam compatibility

if i were to download a game (7days to die in this case) with the xbox game pass could i play said game with someone who bought it through steam

Yes it is possible, but you can't invite your friends and vice versa, you need to create a public game for your friends to join or join a public game created by your friends adding a password to the game server is needed to keep the session private.
