Done, go to "Advanced Security Settings for System32" there you can change the "Owner" so you have control over the independent file you want to change which is better to changing the whole "System32" folder permission.

The System32 folder is a Windows system folder and you should not interfere with it in any way unless you know exactly what you are doing. If you insist then you can use this method to gain full access.
Create a desktop shortcut for cmd.exe.
Right-click this shortcut, then left-click "Run as administrator".
Accept the challenge. You will get a black frame.
Type these commands and press Enter after each:
taskkill /f /im explorer.exe
(your desktop will disappear)
explorer.exe
(your desktop will return)Do whatever you need to do in the System32 folder.

When you have completed whatever changes you need to make inside the System32 folder, you should change the owner back to TrustedInstaller, if you do not, that can cause unforeseen complications and Windows 10 may refuse to boot . . .
