Won't let me personalize...?

I have Windows 10 Insider Preview build 10074, and when I try to personalize, (Right click desktop screen > Personalize) It won't open. It brings up an error message [X].  The error message says this: 

ms-settings://personalization/

(X) This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel. The same thing happens with Display Settings. Also, I con't open the start menu.

 Then when I created a file fr testing (named 1000.100ds342) because I knew that the file extension wouldn't work, it said Look for an App in The app Store

I clicked it, and it said ms-windows-store:Assoc?fileext=100ds342

"                                                                                                      "

File system error (-2018374635)

Please help!

Sorry for the inconvenience caused.

I would suggest you to upgrade to the latest build and check if this helps. Follow the steps below to upgrade to the latest build:

  1. Click the Start Button.
  2. Then select PC Settings.
  3. Under PC Settings select Update and Recovery.
  4. Click on Preview Builds>> Check for new build and install it.

I just downloaded the official release, and this is apparently still occurring as it's the exact same problem that I'm having now.  Do you have another suggestion besides just upgrading??

Also, the settings window will only open for a nanosecond and then disappears.

Would appreciate any help you can offer.  THanks.

I also have the same problem for some reason it's using an old wallpaper of mine and I can't access display properties or personalize. 

Edit: I also click on settings under start menu and nothing pops up lol

Windows 10 is still new and they are working on  correcting everything I'd wait for a MVP or some smarter person to get on and see if they can help you. Very active community at the moment so shouldn't be too long. The link I posted above worked for me so check it out.

To understand the issue better, please provide us more information.

  1. Are you logged-in using Microsoft account?

  2. How did you upgraded to Windows 10 through Windows update or using Windows 10 ISO?

Let’s try simple troubleshooting steps and check if this helps. I would suggest you to go through the Powershell command and try the below steps.

  1. Press Windows Key + R on your keyboard.

  2. Type PowerShell and hit Enter.

  3. Right click on the PowerShell icon on the taskbar and select Run as Administrator.

  4. If the right click is not working then go to my computer and search the "powershell" in the search bar at the top of explorer.

  5. Then you will find the shortcut icon of powershell, right click on powershell and Run as administrator.

  6. Now paste the following command in the Administrator: Windows PowerShell window and press Enter key:
    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
