$Windows.~TMP folder

After the last update a folder was created on my D:\ drive named $Windows.~TMP folder

I was wondering if it is safe to delete this folder?

The folder contains the following folder architype:

Dlmanifests
replacementmanifests
Rollback
Work

And a few files:

Mainly ESD-Files
some Winrar Archives
and one configuration settings..

The only thing I was wondering was if this 100% is a temporary folder? And if the folder itself is safe to delete or if I should only delete what's inside

It is safe to delete the files inside the Temp folder since all of these are temporary files. These temporary files may also make your system slow down.

The folder didn't use to be there b4 the last update, so I'm assuming its safe to delete the folder in its entirety , correct?

If I shouldn't delete the folder would it be safe to just make it 'hidden' in the windows explorer?

Yes it is very safe to delete the content or the files inside the Windows temp folder. This folder only contains temporary files that you can simply delete.
