This is strange behavior I observed on Windows 10 running on Surface Pro 3. As I am browsing, the browser disconnects from internet. At that point any browser won't work. Multiple retries may help to get to a new page, but mostly it will be unsuccessful. Disabling and enabling WiFi also will not be helpful at that point. Reboot is the only recourse.
I am not sure if Kaspersky Anti-Virus I installed might have triggered it. I had virus before and it did a clean it up well. Not sure if it messed up with system files.
This time I had explorer, WinWord, Snipping tool and MS Edge along with two other dlls stopped working. The keyboard was unresponsive and acknowledging the errors triggered more errors. I couldn't launch any other applications.

I had to force a power-off. And then the system was back to normal.
Any idea on what the root-cause is and suggestions for a possible fix are would be appreciated.
