Did you close the browser (using Task Manager if necessary)? Often that will eliminate the issue. Occasionally you may need to just do a hard shutdown (power off) and then restart the computer. When you open the browser again do NOT restore the previous browsing session.

You may want to scan with the Emsisoft Emergency Kit (a free program): http://blog.emsisoft.com/2015/06/09/how-to-find-and-clean-malware-infections-with-emsisoft-emergency-kit/ If necessary boot into Safe Mode to download the scanner or use another computer, put the EEK file on a flash drive and insert the flash drive in the infected computer...you can run the scanner from the flash drive.  Other scanners that may help with this issue are listed in List of Malware Removal Tools

If the issue continues see this free multi-step removal guide from https://www.bleepingcomputer.com/virus-removal/remove-your-computer-has-been-locked-popup-scam

You may not need to use Hitman Pro (available if needed as 30 day trial) but you may need to reset your browsers.
