windows vista locks up at login screen, mouse not reacting, keyboard not reacting.

My dad called me and is having a problem with his laptop.  It is running Vista Home Basic.  It starts up and gets to the screen where  you type in your password, but freezes there.  The mouse is not active, and he cannot type in his password.  When trying to boot up in safe mode, it does the same thing.  Has anyone had issues with this before?
