Windows Upgrade Fails (0x8007001F - 0x3000D) - SOLVED

Hi !

I've been trying to update my windows (currently 22H2 build 22621.1344)

I've tried updating to 23H2 with Windows Update and 24H2 using the installation assistant and ISO files

I constantly get the same error :

0x8007001F - 0x3000D, " The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation"


I've tried many things and it doesn't work :

- Windows Update Troubleshooting

- Installation assistant and ISO files https://www.microsoft.com/fr-fr/software-download/windows11 

- Replace NUSER.DAT on C:\WINDOWS\ServiceProfiles\NetworkService, but the file is currently used somewhere. I can't replace it !

- I ran those commands as an administrator :
C:\WINDOWS\System32>sfc /scannow

Beginning system scan. This process may take some time.

Windows Resource Protection could not perform the requested operation.

C:\WINDOWS\System32>DISM /Online /Cleanup-Image /CheckHealth

Hi Loïc,

Please do the following:

Open the folder "C:\Windows\System32\Config\"

In the above folder, rename "COMPONENTS" to "COMPONENTS.OLD"

Download the rectified COMPONENTS.zip
https://1drv.ms/u/s!AjVYLGw0OBWU4nGHCvJVY6nJfn6...

Unzip and extract the file "COMPONENTS" to the desktop.

Move "COMPONENTS" from your desktop to "C:\Windows\System32\Config\".

See if you can install updates and run DISM now.

0XC1900131 denotes a corrupted image.

MOSETUP_E_INSTALL_HASH_MISMATCH
The install cannot continue because the instance hash does not match.
-----

Please delete the ISO and download a fresh copy.


If that doesn't help, share your setup logs on OneDrive.

• Open the "C:\$WINDOWS.~BT\Sources\" folder.
• Select the two folders, "Panther" and "Rollback" (if present).
• Delete the GenuineTicket.xml file in the Panther folder.
• Copy the two folders to the desktop and Zip them.
• Upload the zip file to OneDrive and share the link here.
