Windows update now overrides the metered connection property - true or false?

In Making it Easier to Upgrade to Windows 10 [http://blogs.windows.com/windowsexperience/2015/10/29/making-it-easier-to-upgrade-to-windows-10/], Terry Myerson [Executive Vice President, Windows and Devices Group] stated that

"Windows 10 will not automatically download updates on a metered connection unless there is a security issue addressed within the update". 

So a metered internet connection is going to be forced to accept an unspecified burden of Windows 10 updates and the user has no control over the fact.  Update TH2 is huge and it surely addresses security issues so it follows that TH2 will be force-downloaded over metered connections.

  1. Does anybody know for sure whether this is true or not?
  2. Does anybody know more detail about this? 
  3. Has anybody been able to put this to the test?
  4. Has anybody been able to find a reliable fix that can readily be reversed when a non-metered connection becomes available?

Thank you for posting your concern in Microsoft community and welcome to the Windows 10 Family.

Please be informed that Windows update for November is an approximate of a 3 GB feed over the existing Windows 10 installation. Such large downloads for Windows update will not be available if you are on a metered connection.

I would suggest you to try a wired/Ethernet connection to download the latest TH2 update.

Sayan - Your response is not helpful.  It does not address the question asked. 

I am trying to find out if a metered connection is now forced [by Windows 10 Windows update] to download security-related updates against the wishes of the computer user. 

I have a metered connection.  I do not want to download any Windows updates on this connection. 

Terry Myerson says that I have no control over this and that the updates will download.  I do not want them to.

Has anybody discovered anything about this subject? 

The tests I have been doing are inconclusive: 

1  On a metered connection, Windows does not check for updates automatically and I have not witnessed any downloading. 

2  If the user manually triggers a check for updates, the dialog states that it will await permission to download them.

3  Nevertheless, whilst it is awaiting permission, I have seen isolated updates download automatically.  On both test computers, the update was an MS Office 2007 security-related update.

4  When the Office updates downloaded automatically, there were other updates in the list that were clearly security-related [judging by their titles] but they did not download automatically.  Perhaps MS's procedures for identifying security-related updates are still evolving and are not being applied consistently?

So my interim conclusion is that:

Windows 10 will not automatically download updates on a metered connection 

1  unless the user manually triggers a search for updates

and

2  unless a particular security identifier has been assigned to the update by Microsoft.
