Windows Update KB4517389 causing VBRUN300.DLL to fail

I have a Windows 10 Home 1903 32bit machine.

After installing the windows update KB4517389 any programs that were coded in Microsoft Visual Basic 3 no longer run and give the message 'unexpected error; quitting'

This message appears to be part of VBRUN300.DLL

If I uninstall the update the programs work ok again.

I have tried running these programs as administrator but this makes no difference.

Very, very old programs written in Quick Basic still run fine after the update.

Problem I loaded a VM yesterday and all the updates have a date of yesterday :-( I will wait for a fix from MS, thanks anyway :-)

After installing KB4522741 and KB4522355 the problem at my Machine Win10Pro, 32bit with old 16-bit programs (unexpected error;quitting) is gone.

Just unhid KB4517389 and installed the new updates KB4522741 and KB4522355 and all my VB3 programs work again.

Now just need them to do the same fix for Windows 7, update KB4519976 and I can relax.

Our thanks also to Wolfgang! Microsoft business support confirm KB4522355 is intended to fix this issue on Windows 10 1903. They will keep us informed about a fix for Windows 7 as we are awaiting that as well.

Very impressed with the speed this issue was fixed considering it only affects extremely outdated software.

I too had the problem after installing KB4517389 to Win 10 1903 x86 on Oct 30, 2019.   The two recommended patches KB4522741 and KB4522355 resolved my issue.  Thanks for the help.

Amit Kumar Parida - MSFT has replied to your question Windows Update KB4517389 causing VBRUN300.DLL to fail in Microsoft Community.

The fix for Windows 10 v1903 is already released in KB4522355. The fixes for other versions of supported Windows are planned to be released in 2nd week of November, 2019.

The fix for Windows 10 v1903 was already released in KB4522355 on 24 October, 2019.

The fixes for other versions of supported Windows (including Windows 7 SP1) are released on 12 November, 2019. Check below links for the KBs.

I have a similar problem, but with Win 10, v. 1909, and the KB4522355-x86 was installed in V.1903 prior to upgrade.  It was not working under v.1903 before the upgrade, with the KB4522355 installed.

"Error message I get is SCOMPGMT caused a General Protection Fault in VBRUN300.DLL at 0020.005F"

I tried to reinstall windows10.0-kb4522355-x86_7f6e5200af51ec6a8a78b292571423ecc4c6804f.msu, but it said it was not for this machine.
