Windows Update fails /troubleshooter fails now what

My version of Windows 10 has failed to update every day since July. I get this error:

One of the update services is not running properly, but you can try to run a troubleshooter to fix the problem. Go to Start button > Settings > Update & Security > Troubleshoot, and then select Windows Update.

Notice it DOES NOT IDENTIFY THE FAILURE. So, you run the troubleshooter. The result?

"Troubleshooter couldn't identify the problem" close troubleshooter. hello, **** is NOT RUNNING? in the detailed section of the report, I found this:

Service Status
Problem with BITS service : The requested service has already been started. System.Management.Automation.RemoteException More help is available by typing NET HELPMSG 2182. System.Management.Automation.RemoteException

You should know, I got on the chat with MS service and they had me reinstall Windows (which terminated chat). There was no change to the problem after a re- install.

What type of reinstall was done? A Reset is inferior because unless you choose cloud Reset it uses the very same files to reinstall that are likely corrupted in the first place. A Repair Install in Step 8 below uses fresh latest media and rreinstalls Windows while keeping your files, apps and most settings in place, brings you up to the latest version and solves most problems. The fastest way to fix Updates is to upgrade manually to the latest version which will reinstall WIndows while saving apps, files and most settings in place, takes about an hour and repairs most problems. Check in Settings > System > About and if you have less than Version 21H1, go directly to Step 8 below.

I'll give you everything else possible for fixing failed Windows Updates, so that at least something will work. Even if you've tried a step, please do it over in sequence. Report back any steps that cannot be performed and why:

Some Updates will sort themselves out in a few days so I'd wait to see. If not or they are bothering you then here are steps you can take:

1) Run the Windows Update Troubleshooter from Windows Settings > Update & Security > Troubleshoot.

2) Go through this checklist from Microsoft with the latest fixes for Windows Updates:

3) Type Services in Search box, run Services app as Administrator, open Windows Update Service and Background Intelligent Transfer Service and Stop both.

Press “Windows (flag) key + R,” copy and paste C:\Windows\SoftwareDistribution\ press the Enter button.
This folder has all the files related to Windows updates.
Open the “Download” folder, select and delete all the files.

Restart Windows Update and Background Intelligent Transfer services in Services app by opening both and choosing Start.

4) If that fails try manually resetting Windows Update Service with the commands here:

5) You can also install the Updates manually that fail to install, which are logged at Settings > Update & Security > Windows Update > Installed Update History, and then search for those to download and install from this Catalog: https://www.catalog.update.microsoft.com/Search...

7) If problems with Updates have become chronic and especially if you have other performance problems, go over this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

8) If you have an older version or if nothing else works then while I am here to help you I would manually upgrade to the latest version by opening the Media Creation Tool from this link: http://windows.microsoft.com/en-US/windows-10/m..., choose Download Tool Now, then open the tool and choose Upgrade This PC Now. This saves your files, apps and most settings in place, is the most stable method to change versions, brings your Updates current, resolves most problems.

You could look up the service number if that helps: the person helping that day was Gretchen. We tried most of the things on your list, starting with allowing her remote access to my pc and trying to troubleshoot it from there. As far as running the troubleshooter from Settings -- are you blind? IT FAILS and it fails to SAY WHY. That was in my original question.

So, we tried to get a troubleshooter to work; tried a manual update; ended up installing a new and clean copy. Didn't make any difference. I went to sleep while it installed, so I didn't realize for awhile it hadn't made a difference.

I got so disgusted I gave up on it. This was back in July. The service number was 1028448049

I specifically wrote "Even if you've tried a step, please do it over in sequence."
If you want my help then please report back results of each step so I know what else to suggest. Those steps have been given thousands of times and almost always work if performed in that order.
