Windows Installer Pop up

Hello,  I have a MS Windows issue that I cannot solve.  Beginning 7/20/2020, a dialog box for Windows Installer keeps popping up every time I turn on my PC.  I don't know why and I have not installed any new software.  The installer runs for several minutes to 1 hour then indicates it cannot reach the server or cannot install??? What is this and how can I get it to stop?

Hello Leonardo, thank you so much for answering my question. 

 This box appears each time I turn on my PC.  Internet Explorer automatically launches with the screen shot below, but it can never install.   Happened 7/20/20 and continues.  Not sure what happened or why it needs to install;  Also, other MS software are running slower.

Can you please send me another screenshot? This time:
1. Right click the Start menu and select Task Manager
2. Click on the tab Startup
3. Take a screenshot and upload it here

There might be something in there set up to start with Windows. Hopefully I'll be able to identify on the next screenshot.

How to tell exactly which one. It might take a little try and error.
But I would try to disable first to disable (right click and select disable) the Delayed Launcher. Disable it, restart see if it works. If it doesn't, enable it again and try another. For number 2 I would try the Logitech download assistant.
Please try that and report back, ok. Hopefully one oh those is the culprit, and disable it might fix the issue.
