Windows Install and Uninstall Troubleshooter Missing

I'm trying to download the tool at:

https://support.microsoft.com/en-us/help/17588/windows-fix-problems-that-block-programs-being-installed-or-removed

Is this tool still available, been removed, or accidentally lost on the server somewhere?  I have articles all over the internet telling me to use this tool, but the link is broken.

Should open with Diagnostics Troubleshooter, if not choose it in File Properties > Change.
