Windows Hello sign-in greyed out

I have a new install of Windows 11 Pro and see that the option for allow Windows Hello sign-in is greyed out:

Are you logging into that PC with your own personal Microsoft Account or a business account?

Open the Settings App.

Go to Accounts.

Select Emails and Accounts, is there is a work or school Email listed there?

Select Access Work or School, is there is a work or school Email listed there?

Hi Dave,

I logged into the PC using a personal account: @live.com.au and strangely this time the setting was enabled so I disabled it. After restarting the computer when I logged back in I see that the setting is now still greyed out the other way and won't allow me to change it to ON.

With regards to other accounts, there is only one account in the settings:

Please create a new user profile in Settings - Accounts - Family and other People

Then log out of the current account and into the new account, are those options grayed out on the new account?
