Windows Defender SmartScreen prevented an unrecognized app from starting despite being signed with a certificate.

Hello, we have an app built with PowerBuilder. Recently, we signed it using a new certificate issued by 'Buypass Class 3 CA G2 ST Business.' The certificate is valid, and we have installed it on our environments which use Windows 11. However, we are encountering an issue: when we attempt to open the app, we receive the following error message: 'Windows protected your PC / Microsoft Defender SmartScreen prevented an unrecognized app from starting. Running this app might put your PC at risk.' Previously, we used a different certificate, and the app worked fine. Could this issue be related to the app's SmartScreen reputation? Or something similar?

Yes Microsoft SmartScreen relies on a reputation system to determine whether an application is trustworthy. Since your new certificate is freshly issued, it does not yet have a reputation with Microsoft. Previously, your old certificate had a history of signed applications, so SmartScreen recognized it as safe. As more users download, install, and run your application, SmartScreen will gradually learn that your app is safe.
