I suggest you to try the following methods and check:

Method 1: Run Anti-virus scan.

Scan your computer for viruses with your antivirus software and see if it is some malware that is causing this popup

Method 2: Disable VPN Network Adapter.

1. Select Start .

2. In the search box on the taskbar, type device manager.  

3. Select Network adapters and disable them one by one.

After disabling the first adapter, check if the issue still persists. If it fixes the issue, no other adapters have to be disabled.

Method 3: Give permission to the apps to pass Windows Firewall manually.

1. In the search box on the taskbar, type control panel and then select Control Panel.

2. Find Windows Firewall and select the link Allow an app through Windows Firewall.

3. Click Change settings button.

4. Scroll down and check Private and Public options.

5. Select the app that you need to enable, click OK and close everything.
